As of Week 16, three cannabis-related measures remain active. HB2179 – Marijuana; Advertising; Restrictions has passed the Senate on third reading and has returned to the House of Representatives. SB1230 – Marijuana; Clinical Research Trial has stalled, still awaiting its third reading. Likewise, SB1057 – Marijuana; Dual Licensees; Rural Communities has also stalled, having only reached the House majority caucus—not the minority caucus.
SB1230: A Push to Revive Cannabis Research Funding
The goal is simple: increase cannabis research. In 2021, the state legislature passed a measure to do just that. However, because the statute used “may” instead of “shall,” the Arizona Department of Health Services has never issued any grants from the Arizona Medical Marijuana Fund. Four years later, SB1230 seeks to correct that. The bill not only revises the wording to ensure grants can be issued, but also acknowledges the fund’s reduced balance—an effect of declining medical marijuana patient numbers since the passage of the Smart and Safe Arizona Act (Proposition 207).
SB1230 was on track until, as some say, “unexpected hands switched the rails behind the scenes.” Now, the measure is stalled in a tunnel of scrutiny.

Restricts the marketing, promotion, sponsorship, advertisement, or advertising for Marijuana, products containing tetrahydrocannabinol, intoxicating cannabinoids, or marijuana paraphernalia to a licensed marijuana establishment or nonprofit medical marijuana dispensary. Defines advertising restrictions on a marijuana establishment or nonprofit medical marijuana dispensary and provides text that must be included in all advertising. Defines restrictions on billboard advertising and outlines the process and penalties for noncompliance including timelines, deadlines and possible penalties. Stipulates that for the purposes of this legislation advertising does not include communication targeted to an established customer base. Effective date is July 1, 2026
