The 4 cannabis bills are stalled out. None of the three bills that originated in the Senate have passed House Rules. And we are running out of committees and time. The last day of the legislative session — sine die — is rapidly approaching.
(Pronounced sigh-nee die or see-nay dee-ay).
“Sine die” is a Latin term that means “without a day.” In government and legal settings, it’s used to say that a meeting or session is ending without setting a date to meet again.
For example:
When a legislature adjourns sine die, it means they’re done for the year or session, and they haven’t scheduled a return dat
Sine die is technically set for April 22nd — but in reality, it almost always goes past that. Sometimes sessions last until June or even July.
Here’s what happens between the last committee hearing and sine die:
The Floor Frenzy
Once bills are out of Rules and caucus, they head to Committee of the Whole (COW) — a step where lawmakers can debate and amend bills. From there, it’s onto the floor of the House or Senate for final debate and a vote.
Behind-the-Scenes Action
A lot of the real decision-making happens off the floor. Leadership meetings, hallway conversations, late-night text threads — this is where deals are made.
Amendments get slipped in, and lawmakers try to squeeze in last-minute priorities. If you could watch, you’d see how fast things can change behind closed doors.
Concurrence or Conference
Let’s say a bill passes one chamber, gets amended in the other, and then comes back. The original chamber has two choices:
Concur with the changes, or request a conference committee to work out the differences.
This is where compromise happens — or sometimes, where bills quietly die.
So as sine die creeps closer — even if it’s delayed — Arizona lawmakers are racing against the clock. Some bills move. Some stall and… disappear.

Summary
Restricts the marketing, promotion, sponsorship, advertisement, or advertising for Marijuana, products containing tetrahydrocannabinol, intoxicating cannabinoids, or marijuana paraphernalia to a licensed marijuana establishment or nonprofit medical marijuana dispensary. Defines advertising restrictions on a marijuana establishment or nonprofit medical marijuana dispensary and provides text that must be included in all advertising. Defines restrictions on billboard advertising and outlines the process and penalties for noncompliance including timelines, deadlines and possible penalties. Stipulates that for the purposes of this legislation advertising does not include communication targeted to an established customer base. Effective date is July 1, 2026

Requires the ADHS to issue rules that allow the establishment of a Rural Opportunity Initiative to create tax revenue and economic opportunities for rural communities.
